Danny Sullivan from Search Engine Land did an email interview with Matt Cutts from Google. It seems like Matt puts a lot of stock in webmasters using the Google Webmaster forum, which many who have used that forum, find it abusive and a lot of times useless. These volunteers cannot give you a specific answer to your specific question.
Read the comments to the article and you will see many find the forum to be a non productive endeavor.
The question is always why can't Google just tell you exactly what they have a problem with specifically ? Matt does not answer this deeply, only to say, "We’ve significantly improved our webmaster messages over time and we’ll
continue to look at ways to make the messages more concrete and
actionable."
The article does delve into Manual vs Algorithmic penalties and is worth at least a read for any webmaster trying to understand Google a little better.
